The District of Columbia, Puerto Rico, and the Virgin Islands each have a state Unemployment Trust Fund account. States may borrow funds from the federal government through a Federal Title XII advance. See the Advances to State Unemployment Funds (Social Security Act Title XII) dataset for more information on those transactions. States that do not repay these federal loans by the end of the fiscal year in which they were obtained are charged interest at a rate equal to the earnings yield on the Unemployment Trust Fund for the quarter ending December 31 of the previous calendar year.
